Nether sprouts are intended to always be on top of a soil block. However, it has been possible to obtain them floating or on an invalid block.

From 20w06a to 20w08a (1.16 snapshots), nether sprouts did not break when the block underneath them was broken.[1] Nether sprouts must be placed on soil originally but then will remain floating after the warped nylium is broken and a new block can be placed underneath them.
Update Suppression
Update suppression is a powerful method that allows almost any multi-block discontinued feature to be created by suppressing block updates. This can be used to make any plant floating.
