Item frames are normally prevented from being placed on the bottom of blocks at the very bottom of the world, or in other words, blocks at Y=0. However, in 17w50a (a 1.13 snapshot), this restriction was not enforced.[1]
When the size of the Overworld was expanded in 1.18, item frames placed on the bottom of blocks at Y=0 were recontinued for the Overworld. They are still discontinued in the Nether and the End, where the build height limits were not changed.
