Spawner Minecarts normally can only be spawned via commands, but there was a snapshot where they could be spawned legitimately.
Obtaining
Due to a bug in 13w06a-1 (1.5 Snapshot)[1], attempting to place any minecart entity would instead spawn a spawner minecart making all other minecart entities discontinued in this version. This likely occurs because 13w06a was the version which added the spawner minecarts. Breaking a spawner minecart will only drop a normal minecart[2], and the spawner will always be a pig spawner as the mob cannot be changed using spawn eggs like normal monster spawners[3].
