In 18w08a (1.13 snapshot) and from 1.18 Experimental Snapshot 1 to 21w42a, deep warm ocean biomes could generate. As this was a deep ocean biome, within it ocean monuments were able to generate, and upon updating said monuments to 21w43a - 26.1 Snapshot 3 (present), the biome would be converted to warm ocean, a biome in which ocean monuments cannot generate.
