Due to a bug[1] piglins and hoglins that are within approximately 16 blocks of the player will have their "PersistenceRequired" tag set to 1b, meaning they will not be able to naturally despawn. When updating to newer versions you can also get persistent zombified piglins and baby variants as baby zombified piglins don't grow up.
