Animals have a maximum speed they can walk at, though this limit can be circumvented with breeding.
Obtaining
First, you must obtain two animals that are breedable. If the animal is a horse, make sure to tame them. Splash the animals with a potion of speed, then breed them. The offspring will have a permanent speed boost, which could be repeated with the offspring to allow for even higher speeds.[1]
Unfortunately, due to a bug,[2] this did not work with jump boost and other potions.[test]
If repeated enough times, the animals may prove unable to breed anymore due to their high speed. This can be circumvented by putting them inside a small enough area.
