Frosted Ice is the block generated from the Frost Walker enchantment. It is only supposed to be in block form, though it is possible to obtain as an item.
Obtaining
Silk Touch
From TU43 (when Frosted Ice and Frost Walker was added) to TU48, Frosted Ice could be picked up with a Silk Touch tool.[1]
Additional Information
• When the frosted ice item is placed down it does not melt unless it is updated.
