Observers are only supposed to be unpowered when in item form, however they can be powered in item form.
Obtaining
Create an observer clock, such as two observers facing each other, and make sure there are no observers in your inventory. Mine the observer as soon as it becomes powered. This may take a few tries to do.[1]
Trivia
- This bug happens due to the powered_bit NBT state being saved when mined.
- When in inventory, it is visually indistinguishable to regular observers due to only the back changing when powered. This can be changed with a Resource Pack.
- When unpowered observers are placed onto powered observer stacks, all of the items turn into powered observers. This also works the other way around
