The Powered Redstone Lamp is a separate item from the regular redstone lamp. They are supposed to be unobtainable, however, could be obtained from TU12 to TU30. Placing one causes it to temporarily be turned on, and then turn back off.
Obtaining
Silk Touch
Powering a redstone lamp and mining it with Silk Touch from TU12 (when redstone lamps were added) to TU30 causes the powered redstone lamp item to drop.
