From 23w45a (1.20.3 snapshot) to 24w03a (1.20.5 snapshot), skeletons from what would be the Bogged Trial Spawner would intentionally[1] spawn holding a poisonous tipped arrow in their offhand slot to simulate the Bogged before its addition in 24w07a (1.20.5 snapshot).

Obtaining

Before 24w07a, these skeletons would spawn from what would be the Bogged Trial Spawner. After 24w07a, the Bogged Trial Spawner stopped spawning this dual wielding skeleton and instead started spawning Bogged, but any older Trial Spawners are updatable, allowing for infinite amounts of this discontinued skeleton. This Trial Spawner is also essential for Dual Wielding Mobs via the Trial Spawner Bug.

Stray Holding Poison Arrow

Skeleton holding poison arrows can be transformed into Stray holding poison arrow by putting it into the powder snow. Strays holding poison arrow don't have their own Trial Spawner.

Poison Arrow with Slowness Custom Potion Effect

Strays holding poison arrows shoot Poison arrows with custom potion effect slowness. This arrow applies both poison I for 5 seconds and slowness I for 30 seconds. These arrows can't be picked up and will despawn, making this temporary discontinued feature.
