From 20w48a to 21w08b (1.17 snapshots), bundles could have an empty Items tag due to a bug.[1] The Items tag on a bundle is meant to hold the item data of the items held in the bundle but is not meant to exist on empty bundles.
Obtaining
To obtain a bundle with an empty Items tag, you must first obtain a bundle, which was obtainable in these versions by simply crafting it. You must then empty the bundle in your inventory by dragging the items out. Right-clicking will not work and will remove the Items tag as intended. This feature is indirectly observable, as F3 + H can be pressed on the keyboard to enable advanced tooltips and view that there is an extra NBT tag.
