Endermen currently cannot get the glowing effect in survival because they dodge the spectral arrow. However, a bug that existed from 15w31a (1.9 snapshot) to 1.15 Pre-release 1 caused the glowing effect to still apply after the Enderman dodged the arrow.[1] The glowing effect was amplitude 1 and lasted for 10 seconds. The short duration means this is a temporary discontinued feature, unless updating into the version range from 21w13a to 21w15a, in which you can get a Permanent Glowing Entity by having the effect normally deplete, which due to a bug will give the entity the Glowing tag.
