The functions folder generated within the data folder of the world save, and was a location where custom functions could be added.
Obtaining
In 1.12-pre1, functions were added to allow the player to run lists of commands from the world save. This meant a folder would be generated allowing for custom function files to be stored. This was the functions folder, which generated completely empty within the data folder of the world save (file path <world>/data/functions). This was no longer required after 1.12.2, due to the introduction of datapacks, but the folder remained.
