Levitation is normally given by shulker bullets, but due to a bug it was discontinued in 1.13 pre-5. Shulker bullets shot by shulkers would instantly explode, making it impossible for player to get levitation effect.[1]

Being hit by a shulker's bullet gives the hit player the Levitation effect.
