Java Edition:Manipulated Explorer Map
When woodland and ocean explorer maps were first added, there was no restriction on manipulating the maps. This was quickly changed a handful of snapshots later. However, the addition of functionality to the cartography table in 19w02a (a 1.14 snapshot) allowed for them to be zoomed out once again.

From 16w39a to 16w40a (1.11 snapshots), explorer maps could be zoomed out via a crafting recipe with 8 pieces of paper. Begin by obtaining either a woodland or ocean explorer map from a cartography villager. The explorer maps can then be crafted with 8 paper to expand the map, or with an empty map to copy the explorer map. If an explorer map is copied, the copy will lose its special name, item texture, and icon data due to a bug. If an explorer map is expanded, the expanded explorer map will lose any details of unexplored land, only showing the destination and any explored land.
Cartography Table
Usage of the cartography table's map zooming functionality allows for the zooming out of explorer maps from their addition in 19w02a to 1.21.4 (present).
