Firework stars always have NBT tags when obtained in survival - however, with an NBT removal glitch, it is possible to obtain them without NBT tags.

Obtaining

Enchanting Table NBT Removal

By shift-clicking a stack of two or more items in an enchanting table, any NBT tag will be cleared. This can allow the player to obtain a firework star without NBT. This method of removing NBT has worked from version 12w24a until 1.15.2, but has only worked with firework stars since they were added, in 12w49a. Note that firework stars in order to stack in the first place require identical "Type", "Trail", "Colors", "Flicker", and all states will be cleared at the end of the process.

Donkey Method

In snapshots 13w19a and 13w21a (1.6.1), when a donkey or mule was killed, all NBT tags were removed from items stored in their chest.[1]
