Horses originally used UUID to mark its owner. This was changed in 14w08a where OwnerUUID was added. Horse will become ownerless after updating to 14w08a, even with full gear.[1] It will keep empty OwnerUUID tag until it's ridden again.

Obtaining

Obtaining an ownerless horse is very simple.

  1. First, you must obtain a horse, and tame it.
  2. Then, update the horse from 13w16a-14w07a to 14w08a+.

The horse will then lose its owner and become ownerless.
