These blocks have the snow texture on the sides, but are missing the snow layer(s) on top which results in a grayscale top grass block texture. They all look like snowy grass blocks but using F3 debug menu one can see the type of block. Once mined the snowy texture dissapears and the normal block item is dropped.
Obtaining
Snowy True blocks without a snow layer are obtainable from 20w18a-20w21a due to a bug.[1] Placing a grass/mycelium/podzol block on one snow layer (either naturally generated or placed) will result in the block replacing the snow layer and gaining the snowy texture without a snow layer on top. Placing the block on more than one snow layer will result in the block being placed above the snow layers.
