Normally, only items with durability can receive the "minecraft:damage" tag, however, there have been methods to obtain the tag on all items.
24w09a Grindstone
In 24w09a (1.20.5 snapshot), using a grindstone to disenchant an enchanted item will apply the "minecraft:damage":0 component to the disenchanted item. This works on any enchanted items, including enchanted books and items which have been enchanted from any enchantment on any item methods, however, the component is not applied to disenchanted equipment such as armor, tools, and weapons. This feature is unobservable as the feature only affects the item's NBT data.
