Foxes are mobs which cannot normally equip any items. However there has been a method to get foxes to equip certain items.
Obtaining
In 19w07a (1.14 Snapshot), the version that added foxes, foxes were able to be equipped with armor, mob heads, and shields if the items were dispensed onto the fox from a dispenser. If a fox was dispensed a piece of armor or a mob head, the armor or mob head would be worn in the foxes armor slots, if a fox was dispensed a shield, the shield would be worn in the foxes hand slot. Any items which the fox is holding, will not be visible.
