There are several methods to obtain floating levers in Minecraft, including April Fools' vote rules, Update Suppression, Vanishing Blocks, and Update Skipping.
Obtaining
14w25b Upside Down Floating Levers
In 14w25b (1.8 snapshot), any levers that are placed on certain blocks (that are not adjacent to other blocks) would float above the block in its upside-down block state due to a bug.[1] The blocks that this occurs with are half-slabs, upside-down stairs, hoppers, and redstone blocks.
23w13a_or_b less_interaction_updates
Vote Rule
In april fools' snapshot 23w13a_or_b, you can obtain a floating lever with the less_interaction_updates
vote rule. First, vote for the less_interaction_updates
rule. Then, place a lever on any block. After that, simply break the support block below the lever. This will result in the lever floating due to the suppression of interactions between blocks.

Vanishing Blocks

An additional way to obtain a floating lever is with vanishing blocks. Simply perform vanishing blocks so the support block below the lever disappears. This will result in the lever floating.
