Lava flowing on top of soul soil and adjacent to blue ice creates basalt in current versions. Some methods allow flowing lava to stay in between these blocks without the basalt generating.
Obtaining
Before Introduction of Basalt Generation Using Lava
After introduction of blue ice (20w06a) and before renewable basalt (20w13a) blue ice and soul soil did not have any block to block interactions allowing for flowing lava to be freely placed.
