In 24w19a and 24w19b (1.21 snapshots), there is an easy method to allow any mob with CanPickUpLoot:1b to equip horse or wolf armor.
Obtaining
In 24w19a and 24w19b (1.21 snapshots), dispensers could put horse or wolf armor onto any mob with CanPickUpLoot:1b. The horse or wolf armor must be placed in the dispenser and the mob should be directly in front of the dispenser when the dispenser is powered.
The horse armor can be leather, gold, iron, or diamond. The leather horse armor or wolf armor can be dyed any color.
Observability
The horse or wolf armor cannot be seen on invalid mobs. To observe that an invalid mob is wearing horse or wolf armor, the mob must be killed to see it drops the armor making this a Destructively Observable discontinued feature
