The minecart with command block entity is normally only obtainable with commands.
Obtaining
The Minecart with Command Block entity can be obtained by placing the minecart with command block item on any rail. The item can only be obtained in 22w13oneBlockAtATime, an April Fools' snapshot but can be placed in any version afterwards.
Behavior
The Minecart with Command Block cannot be right-clicked in survival mode. The entity can be destroyed like any other minecart but it will only drop a minecart item, no command block item.
