Every mutated biome would not generate in 16w02a (1.9 snapshot) due to a bug.[1] This included the ice plains spikes biome which, at the time, was the only method to obtain packed ice. Without the ice spikes there was no way to obtain the block or item form of packed ice. The packed ice had been obtainable from 13w36a (1.7 snapshot) to 15w51b (1.9 snapshot) and was recontinued the very next snapshot in 16w03a (1.9 snapshot).
