Every mutated biome would not generate in 16w02a (1.9 snapshot) due to a bug.[1] This included the sunflower plains biome. Without the sunflower plains generating there was no way to obtain the block or item form of sunflowers. The sunflowers had been obtainable from 13w36a (1.7 snapshot) to 15w51b (1.9 snapshot) and was recontinued the very next snapshot in 16w03a (1.9 snapshot). If even 1 sunflower had been brought into the version then infinite could be generated using bone meal or duplication.
