A waterlogged scaffolding falling block was obtainable in 18w45a (1.14 snapshot) by simply letting a waterlogged scaffold fall. Currently, any scaffolding will lose its waterlogged state when it falls.

Obtaining

Placement

In order to obtain, the player simply places a block of scaffolding in a water source with no block below it. In 18w45a, the scaffolding can be placed in the position without support. The scaffolding will fall creating a falling waterlogged scaffolding block.[1] https://www.youtube.com/watch?v=c2bCLCLgNHY

Update suppression allows for waterlogged falling scaffolds to be obtained from 18w45a (scaffolding added) to 24w19b (present).[test]

Retaining

In order to keep the waterlogged scaffolding falling block, it must not be allowed to land. Keeping the falling block on a fence or wall will keep it in the falling state until 19w06a (1.14 snapshot). Updating to 19w06a or later causes the waterlogged scaffolding on a fence or wall to land.[2] A method that works to the present version is storing the falling block inside a moving piston block. This causes the falling block to not land but stay on the ground so that it will not break.
