Java Edition:Waterlogged Lit Candle
The waterlogged lit candle is a discontinued block with the block states lit=true and waterlogged=true. They can be obtained from 20w45a to 21w13a using fire charges in dispensers.

From 20w45a to 21w13a, it was possible to light up waterlogged candles using fire charges inside of dispensers.[1]
Enderman Spawning
Endermen that spawn in the April Fools' version 22w13oneBlockAtATime can spawn carrying waterlogged lit candles. The water does not render around the candle when the enderman is holding it. The enderman can place this block to obtain it in block form. If the enderman gives the block to the player or dies it will not preserve the waterlogged state.
There's a 17/902 chance an enderman will spawn carrying any candle, 1/2 chance it will be lit, and 1/2 chance it will be waterlogged. This gives a 17/3608 (0.47%) chance of an enderman carrying a waterlogged lit candle. The endermen have equal chances of spawning with any color and number variant.
Variants
There are 17 color variants and 4 number variants for a total of 68 unique blocks.[2] In later versions, the color cannot be changed and the number can only be increased on this discontinued block.
Color
There are 16 colors of candles and an uncolored variant.
Number
Each candle block can have 1, 2, 3, or 4 candles inside of it. This is stored in the "candles" block state. The number of candles can be increased in any future version without removing the waterlogged or lit block states. This is done by right-clicking on the candle block with another candle of the same color. The number of candles cannot be decreased.
Combos
The waterlogged lit candle can be obtained in the Nether with the dispenser method using water in the Nether. The enderman from 22w13oneBlockAtATime can also directly place the block into the Nether.
