In 21w13a, the height of the End was changed, causing terrain to generate at abnormal heights.[1] This was reverted in the next snapshot.

Obtaining

In 21w13a (1.17 Snapshot), any new chunks that are loaded will generate the terrain at an abnormal height, at both the central island and the outer islands. This change does not affect the placement of the end spikes (obsidian pillars) or end gateways and as such, those features can generate within the terrain, becoming buried. However, this does affect the placement of the end exit portal and end cities and as such, those features will generate above the terrain, resulting in many end cities being cut off. Finally, this change also affects the ender dragon's AI, preventing it from perching or interacting with end crystals after reaching the top of the central island.
