Cobwebs weren't meant to be obtained as an item until 12w49a (1.4 snapshot). However, they were obtainable before then, which makes this a recontinued feature.

Violet cloth from Indev had a numeric ID of 30, identical to cobweb. If violet cloth is left in a chest and converted to Beta 1.5, it'll convert to cobweb. The conversion only occurs if the chest containing the item is not opened until Beta 1.5 or later, otherwise it'll cause the game to crash.


Beta 1.6 Test Build 3 Debug Chests

In Beta 1.6 Test Build 3, any newly generated world would contain up to 11 debug chests with every item in the game. The cobweb item was obtainable in the chests 2nd and 5th from the left in the 2nd and 14th slots respectively, in stacks of 64.

Structures

In Beta 1.8 Pre-release, abandoned mineshafts were added, containing some cobweb blocks. Despite this, you couldn't get it as an item by mining them until 1.4 snapshot using Silk Touch shears or Silk Touch swords. This did recontinue any cobweb blocks, though there were very limited locations where it was recontinued.

In the version 11w49a (1.1 Snapshot), pressing B would toggle the player between Survival and Creative mode. This allowed the player to access the Creative inventory where the player could then grab cobwebs.

Mining

From 12w49a (1.4.6 Snapshot) through 15w47a (1.9 snapshot), Silk Touch shears were required to obtain cobwebs. From 15w47b (1.9 Snapshot) onward, shears were no longer able to be enchanted with Silk Touch[1] but were still required to obtain cobwebs until the next snapshot, 15w47c (1.9 Snapshot) where cobwebs could be obtained with shears that were not enchanted with Silk Touch. Cobweb items were discontinued during 15w47b (1.9 Snapshot).
