From 16w20a (1.10 snapshot) to 16w33a (1.11 snapshot), the tipped arrows dropped by strays had the NBT of "Potion: slowness", not "Potion: minecraft:slowness" .[1] If you shoot the incorrect NBT slowness arrow, it will be converted into the correct slowness arrow.

From 16w20a to 16w33a (1.10 snapshots), killing a stray has a chance to drop the item.
