Flowing Water as an item was obtainable in Beta 1.6 Test Build 3. Then, it was then deleted in 14w25a (1.8 snapshot). When placed, it behaves similarly to a water bucket - however, it does not evaporate in the Nether.

Obtaining

Beta 1.6 Test Build 3 Debug Chests

In Beta 1.6 Test Build 3, any newly generated world would contain up to 11 debug chests with every item in the game. The flowing water item was obtainable in the chests 1st and 4th from the left in the 9th and 20th slots respectively, in stacks of 64.

Water in the Nether

Flowing Water (Item) can be used to obtain Water in the Nether from the advent of the Nether, up until the item's deletion. When placed in the Nether, the water does not evaporate like normal water from water buckets.
