A Numeric ID Enchanted Book is an enchanted book whose NBT has the old numeral IDs from before 1.13 as opposed to the current alphabetic IDs. Updating an enchanted book to 1.13-pre3 will not convert the old numeric enchantments, and instead keep them as the numerals.[1]
Obtaining
An enchanted book must be updated directly from (or stored in unloaded chunks between) 12w49a through 18w20c to 1.13-pre3. This will not convert the enchantments on the enchanted book to the new word format and instead keep the numeric ID. These will simply be an NBT tag, and will not be useful as enchantments. This conversion issue also occurs with villagers, meaning these villagers can trade the numeric ID enchanted books in later versions.
