A Numeric ID Enchanted Book is an enchanted book with NBT that contains the old numeral IDs from before 1.13 as opposed to the current alphabetic IDs. Updating an enchanted book to 1.13-pre3 will not convert the old numeric enchantments. It will instead keep them as numerals.[1]
Obtaining
An enchanted book must be updated directly from (or stored in unloaded chunks between) 12w49a through 18w20c to 1.13-pre3. This will not convert the enchantments on the enchanted book to the new word format but will instead keep the numeric ID. This will simply be an NBT tag and will not be useful as enchantments. This conversion issue also occurs with villagers, meaning these villagers can trade the numeric ID enchanted books in later versions.
