Unlit redstone torches as an item were obtainable in Beta 1.6 Test Build 3. They were deleted in 13w37a (1.7 snapshot). The unlit redstone torches will disappear from all inventories; the unlit redstone torches will not convert into the regular redstone torches. When placed it will flash unlit, and then it will return to normal unless powered.
Obtaining
Beta 1.6 Test Build 3 Debug Chests
In Beta 1.6 Test Build 3, any newly generated world would contain up to 11 debug chests with every item in the game. The unlit redstone torch item was obtainable in the chests 3rd and 7th from the left in the 17th and 1st slots respectively, in stacks of 64.
