Cursed carved pumpkins are a recontinued feature not available from 17w47a (1.13 snapshot) to 19w34a (1.15 snapshot) but were available before from 16w39a (1.11 snapshot) to 17w46a (1.13 snapshot).
Obtaining
From 16w39a to 17w46a Curse of Vanishing and/or Curse of Binding could be applied to a carved pumpkin using an anvil and enchanted book. They weren't available from 17w47a to 19w34a due to a bug that changed the curses from carved pumpkins (intended) to the new regular pumpkins (unintended).[1]
Possibilities
There are four possible curse orders. Either just binding, just vanishing, binding then vanishing, or vanishing then binding.
